Ok, so when the Soviets were dismanteling their nuclear weapons, they did a very shoddy job. Basically, they just removed the detonator and threw them in the ocean a ways off shore. In some of them, they didn't even remove the plutonium or uranium from the warheads. So if one were to go and recover those missles and get them back into working order, they would have quite a bit of sway.
Start small. Take over a few small countries that are all close together giving them the same message that Hitler gave Germany... the whole "Together we can be a great, proud nation," deal. They will be your army. Then move in on some bigger nations. If the world powers want to get into it, tell them you've got missles, and shoot one off into an unihabited region just to prove it.
Now I'm not crazy enough to actually try that, but it is vaible, for the most part. There are some other minor parts of the plan that I left out though.
